Democracy, Rights and Governance

The Democracy, Governance, and Biodiversity Integration Working Group brings together several USAID offices to understand how governance at various levels—from the village square to the international sphere—can ensure that utilization of natural resources meets people’s economic, social, and cultural needs, especially for the most marginalized.

The working group is engaged in initiatives to tackle Illegal, Unregulated, and Unreported fishing (IUU) fishing through mission activities in Southeast Asia and human trafficking on fishing vessels through the Counter-Trafficking in Persons (C-TIP) team. With the Democracy, Rights, and Governance Center, the Conflict Mediation and Mitigation Office, and the Land Tenure and Resource Management Office, the working group aims to support missions and partners dealing with critical governance challenges.

Political Economy Analysis

Political Economy Analysis (PEA), a field-based methodology, can improve international development effectiveness by helping practitioners to focus not only on how things happen but why they do. A recent Africa Biodiversity Collaborative Group panel discussed a collaboration that applied PEA to unpack the "black box" of political will into a set of incentives, behaviors and rules to promote biodiversity conservation in places with extractives industries. The presentation and related synthesis report highlight three recent case studies conducted by USAID and Integra: artisanal gold mining in the Democratic Republic of the Congo, oil development in Uganda, and marine biodiversity and fisheries in Madagascar.
