Improved Governance through Legal and Enforcement Capacity Building

The U.S. National Oceanic and Atmospheric Adminstration, Office of General Counsel and Office of Law Enforcement provide a number of legal and enforcement trainings and workshops focused on the general foundation and understanding of the legal tools available to monitor and enforce fisheries regulations.

Flag and coastal States need effective accountable legal and enforcement institutions to fully implement measures to combat IUU fishing. Without these institutions, as well as robust legal and enforcement frameworks, IUU-related measures adopted by Regional Fisheries Management Organizations (RFMOs) will not have a meaningful impact on IUU fishing activities, undermining the effectiveness of management measures adopted at the domestic and international levels. NOAA works with domestic and regional partners to support and improve fisheries management and enforcement efforts globally. Past cooperative efforts in West Africa alone include assessing levels of IUU fishing, assistance in the development or revision of fisheries managements laws, training for fisheries managers, prosecutors and enforcement agents, enhancement and training of national observer programs, and facilitation of regional capacity for fisheries monitoring, control and surveillance. NOAA is committed to combating IUU fishing by supporting countries’ development and enforcement of domestic laws that deter and prevent IUU fishing.

These trainings and workshops also aim to assist African countries to strengthen and promote inter-agency and regional collaboration. Participating countries include Mauritania, Senegal, Guinea, Gambia, Guinea-Bissau, Sierra Leone, Liberia, Cape Verde, and Ghana.
