Las grandes empresas comerciales de agricultura y madera son los principales agentes de la deforestación tropical en una serie de países, con cuatro productos clave (soja, carne de res, aceite de palma, y pulpa y papel) siendo un motor fundamental de la deforestación tropical a nivel mundial. La TFA 2020 es una asociación público-privada con el objetivo de reducir la deforestación tropical asociada con estos productos clave globales. La TFA 2020 nació de las conversaciones entre el Gobierno de Estados Unidos y el Foro de Bienes de Consumo (Consumer Goods Forum), una red de más de 400 empresas con ventas anuales que superan los US$ 3 billones. La reducción de la deforestación asociada con la palma aceitera requerirá un cambio en las prácticas de producción de pequeños, medianos y grandes productores, el aumento de la demanda de productos elaborados de forma sostenible, la mejora de la tenencia de la tierra y su gobernanza, y un adecuado seguimiento y contabilidad para garantizar que las emisiones de gases de efecto invernadero de los bosques se redujeron. La reducción de la deforestación en la cadena de valor de aceite de palma requerirá que los productores cambien hacia la intensificación de la producción en tierras existentes y/o ampliación de la producción de tierras degradadas o no forestales. El cambio de las prácticas de producción implica costos iniciales para los agricultores y/o retornos más bajos durante el período de transición de la práctica antigua a la nueva. Por ejemplo, las nuevas variedades de palma aceitera pueden alcanzar mayores rendimientos, sin embargo lleva varios años que una nueva plantación alcance la producción plena. Por lo tanto, la asistencia técnica, las condiciones favorables adecuadas y financiamiento provisional vía préstamos o donaciones son a menudo un requisito previo para catalizar el cambio.

This guide to Investing in Locally Controlled Forestry (ILCF) is an outcome of the Growing Forest Partnerships initiative that engaged The Forests Dialogue to co-ordinate 11 wideranging dialogues involving investors, rights-holders, governments, donors and others on this topic. It is primarily a tool for practical action and its advice draws on strong evidence showing that locally-controlled forestry enterprises can be successful, sustainable and profitable for all stakeholders. It offers a market-based view of development, rooted in an understanding of the globalised, free-market economy, and concentrates on a role for SMEs – the ‘missing middle’ of many developing economies.
The review aimed to provide a clear theoretical reasoning for how illegality and corruption affect forest management, summarize empirical findings, and discuss how international protection efforts were affecting forestry.

Les options couvertes en matière de politiques sont les instruments nationaux fondés sur le marché (MBI), la réglementation directe du défrichement des terres, les paiements en échange de résultats et l’évaluation de l’impact environnemental.
