The Kyoto Protocol provides for several flexible mechanisms to assist in reducing greenhouse gas emissions (GHG) worldwide. The mechanisms allow countries that have committed to specific GHG emission limitations (called Annex 1 countries) to meet their commitments in part through investing in projects to reduce emissions or through emissions trading with parties in other countries. One of these mechanisms is the Clean Development Mechanism (CDM). This paper explores some of the issues associated with the additionality criterion and the development of baselines, and identifies the hurdles to be overcome in order to attract foreign investment associated with the CDM.
