The primary objective of this mission was to facilitate the development of a current and vision map, and assist with the development of a community action plan (CAP). A draft monitoring and evaluation (ME) plan was also developed based upon identified indicators associated with the management objectives in the CAP. The planning process used in the development of the CAP followed a revised, PNRM process at the Dheeda level and included a 2 day stakeholder meeting. Stake holders included local pastoralist’s and community tribal clan members, local resource managers, and local governments including NGOs. It is anticipated that several more stakeholder meetings and ground truthing exercises will be needed for validation of the vision map and adoption and implementation of the CAP prior to completion of the final Formal Agreement. It is also anticipated that this process will be used across other Dheedas in the Borana region of southern Ethiopia.
