President Omar Bongo established Gabon’s National Park System with the declaration of thirteen national parks in August of 2002. A visit by the United States Secretary of State, Colin Powell, and a later visit by top US Department of Interior (DOI) and Department of Agriculture (USDA) officials laid the political groundwork for future United States financial support and technical assistance to Gabon. While much of this funding will be funneled through the United States Agency for International Development (USAID) Central Africa Regional Program for the Environment (CARPE) in support of the Congo Basin Forest Partnership, some will be passed through DOI and USDA International Programs in the form of technical assistance missions.
