The Wildlife Conservation Society (WCS) requested assistance from USAID to assess the Refuge’s flatwater kayaking and canoeing opportunities. The WCS has promoted water trails as part of its Mesoamerican Trails concept and as a model for community-based ecotourism development in Central America. At the request of USAID the USDA Forest Service was contacted to provide a rapid assessment and recommendations for paddling and interpretation in the Refuge during the week of May 28-June 1, 2001.
