Acceptance of Terms
The purpose of the Portal is to provide an open access communications bridge between organizations, communities, consortia and global partners working on an integrated approach to natural resource management linking nature, energy, and human health. The Portal is designed to foster the evolution of a diverse community willing to share their expertise, social and professional networks and work together across time and physical boundaries on the ground as well as inside virtual teams. The intention is to eliminate the costly and inefficient reworking of materials and limited information exchange by providing a dynamic and distributed mechanism for sharing and managing content. The Portal provides an easy process for searching, viewing, adding, and editing information and a mechanism for adding commentary or anecdotal information to all items and events posted to the portal. The ability to comment enables public discussion adding value to the information.
The Portal is made available by the United States Agency for International Development (USAID), an Agency of the United States Government. Neither the United States Government nor any Agency thereof, nor any of their employees, makes any warranty, express or implied, or assumes any legal liability or responsibility for the accuracy, completeness, or usefulness of any information, apparatus, product or process disclosed, or represents that its use would not infringe privately owned rights. Users are encouraged to consult 1) Federal law, regulations, policy and guidance and 2) Agency regulations, policy and guidance as well as seek guidance from their supervisors, policy and legal offices.
Reference herein to any specific commercial products, process, or service by trade name, trademark, manufacturer, or otherwise, does not constitute or imply its endorsement, recommendation or favoring by the United States Government or any Agency thereof. This Portal may be used only for lawful purposes. Users must comply with all applicable local, state, and national laws, regulations, or conventions, including without limitation those related to data privacy, communications, and exportation of technical or personal data. User may not use this site for any criminal or illegal activities or any activities that might be legally actionable. USAID reserves the right to determine what constitutes net abuse and objectionable conduct, and may refuse service and/or terminate membership in its sole discretion, including without limitation if USAID believes that user's conduct violates applicable law, or is harmful to the interests of the Federal Government.
Examples of objectionable conduct and conduct that violates these Guidelines are:
Posting of any text or images that are sexually explicit, pornographic, racially or ethnically objectionable or grossly offensive to the online community
Posting of defamatory and libelous statements or other statements that would violate any third party's privacy or publicity rights
Impersonating any person or using a name that you are not authorized to use
Planning illegal activities
Advertising or offering to sell any goods or services for any commercial purpose
Posting of any content that infringes any third party's intellectual property rights or violates any confidentiality agreements
Introducing viruses, worms, harmful codes, or Trojan horses
Spamming, flaming, or other similar activities
Violations of system and network security are prohibited. The user may not misuse system resources including, but not limited to employing posts or programs that consume excessive CPU time or storage space; permitting use of mail services, mail forwarding capabilities, POP accounts, or auto-responders other than for your own account.
Access and Portal Membership
The General Public is allowed access to all publicly available area of the Portal. Members are allowed access to areas reserved for USAID staff and partners for collaborative Intranet work. Portal membership is by invitation. For more information on Portal membership email the Portal Administrator (firstname.lastname@example.org).
Copyright and Fair Use
Unless a copyright is indicated, information on the Portal is in the public domain and may be reproduced, published or otherwise used without USAID's permission. We request only that USAID be cited as the source of the information and that any photo credits or bylines be similarly credited to the photographer or author or USAID, as appropriate.
If a copyright is indicated on a photo, graphic, or any other material, permission to copy these materials must be obtained from the original source.
This copyright notice does not pertain to information at Web sites other than the USAID Portal.
Fair use is allowed under the context of using copyrighted works for purposes such as criticism, comment, news reporting, teaching (including multiple copies for classroom use), scholarship, or research, and is not an infringement. For works falling under fair use we require that you place the following notice in the contents "copyright" field:
"NOTE: In accordance with Title 17 U.S.C. section 107, any copyrighted material herein is distributed without profit or payment for non-profit research and educational purposes only. If you wish to use copyrighted material from this portal for purposes of your own that go beyond 'fair use', you must obtain permission from the copyright owner."

Review of Content Prior to Publishing
All publicly available content on the Portal is subjected to an editorial review process. At a minimum, content will be reviewed for:
Notification of "Fair Use" if content is copyrighted.
USAID XWeb standards compliance
Section 508 accessibility compliance
USAID has the right to reject any content on the Portal that does not meet these standards. The burden of meeting these standards is on the User.
Submitting Content for Publication
To submit content for review and publication into Public portal areas :
1. Place your content in the Public Draft: Pending Publication Folder of the library, training, links, or help areas of the portal.
2. You content must have a title and description conforming to portal standards:
Title: best identifies the content in a clear, concise, and grammatically correct way.
Description: a keyword rich abstract describing the content.
3. Make sure you have properly identified ownership of the content. Click on the content's properties tab, and select all that apply:
Contributors: The names of people that have contributed to this item.
Author(s): Persons responsible for creating the content of this item.
Copyrights: The copyright on the item if appropriate and known. For procedures on how best to label content or compose a description see the section on Copyright and Fair Use
4. A portal librarian will review your content and if approved, place it into an appropriate folder. You will be notified by email when the content has been posted or if there are questions. You will also be sent the exact place where the content has been posted (URL address on the RM Portal). You will then be able to "link" to your content that you shared in the Portal Public Space.
