The Government of the United States hosted the workshop “Mobilizing Solutions for Adaptation: Enhancing Resilience” on October 28-30, 2003, in New Orleans, Louisiana. Participating U.S. government agencies included the Agency for International Development (AID), the Department of Energy (DOE), the Department of State, the Environmental Protection Agency (EPA), and the National Oceanographic and Atmospheric Administration (NOAA). The purpose of the workshop was to explore means and opportunities for enhancing the incorporation of adaptation to climate variability and change into relevant U.S.-supported programs and initiatives in developing countries. The report presents general workshop findings on approaches to adaptation, methods and mechanisms for implementation, and some of the barriers that countries face in their efforts to incorporate consideration of climatic variability and change into decision-making processes. Additional findings that are particularly relevant to one of the cross-cutting themes are also presented.

Existing theoretical models of the potential effects of climate change on vector-borne diseases do not account for social factors such as population increase, or interactions between climate variables. Our aim was to investigate the potential effects of global climate change on human health, and in particular, on the transmission of vector-borne diseases. We modelled the reported global distribution of dengue fever on the basis of vapour pressure, which is a measure of humidity. We assessed changes in the geographical limits of dengue fever transmission, and in the number of people at risk of dengue by incorporating future climate change and human population projections into our model.

This report examines the costs of inaction – the worsening damages that will result from allowing climate change to continue unabated. Economic models have estimated damages as great as US$74 trillion, but even these numbers fail to convey the multiple harms that lie in store for the world. In brief, we find that the first 2° of warming will have many harmful and costly impacts, outweighing the modest potential benefits, for northern countries such as the United Kingdom. Most developing countries will fare even worse, experiencing greater costs and no benefits at all.

The second meeting of the Parties to Kyoto Protocol (COP/MOP 2) and twelfth session of the Conference of the Parties (COP 12) concluded on Friday, 17 November 2006. The Conference was attended by six thousand participants from one hundred eighty countries including the United Nations Secretary-General, Kofi Annan. President Mwai Kibaki of Kenya and President Moritz Leuenberger of the Swiss Confederation addressed event as did ministers and heads of delegation from some ninety-two countries.
