- Summary Food security is the state of having sufficient quantity and quality of food to eat on a continual basis. It is consumption based, and may apply to individuals, families, or a nation, as in personal or national food security. The relationship between land tenure and property rights (LTPR) and food security may be direct; e.g. securing property rights in land or improving land access thereby enabling investment of land, labor and money in food production. The relationship may also be indirect; e.g. selling agricultural produce for sale or securing property rights for businesses that provide wages, earnings or income that enable farmers, owners and workers to buy food. Broadening access to resources and securing property rights are necessary conditions for agricultural and economic growth, but not sufficient. In addition, farmers and businesses require access to markets to buy inputs and sell produce at affordable costs, improved technology, affordable credit or finance, and technical knowhow. The essential problem in linking property rights with food security is how to sequentially and effectively integrate these factors in ways that help households, farmers, and businesses secure and obtain access to property rights, resources, and markets in order to improve food production and/or consumption.

- The purpose of this report is to provide guidance to USAID on how to best engage youth in global food security initiatives. USAID is a leader in addressing the root causes of food insecurity and providing solutions that improve agricultural activity, promote market development, prevent nutritional deficiencies, and promote rural growth. This work is in line with the Millennium Development Goal to half the amount of hungry individuals by 2015. However, much work is still needed in this field, as almost one billion individuals remain food insecure.

- Chapter 4.2 of USAID’s Biodiversity and Development Handbook is focused on the intersection of biodiversity conservation work with food security. Chapter Four contains sections that are a primer on integration of biodiversity into key development sectors. Despite tremendous gains in food production over the past 40 years, currently 795m people do not have enough food to lead a healthy active life. That’s about one in nine people on earth, according to the World Food Programme. USAID combats food insecurity through the U.S. Government’s flagship Feed the Future initiative, among other efforts. Sustainable agriculture that is compatible with or enhances biodiversity conservation can make a major contribution to food security, as discussed in the next section.

- As the population continues to grow and natural resources become scarcer, the need to shift toward an environmentally responsible, socially accountable, more equitable, and “greener” economy has become increasingly apparent. Despite differing perspectives and definitions among stakeholders, the “green economy” is often seen as an economy that pursues growth while also promoting sustainable development through more efficient use of resources. Thus aligned with concepts of sustainability, the objective of a green economy is to simultaneously work toward economic development, environmental protection, and greater social welfare, in particular by reducing reliance on fossil fuels and nonrenewable resources.

- Many development agencies regard the concept of household food security-often defined as adequate access to food at all times, throughout the year and from year to year-as a guiding principle for designing interventions in rural areas. A commitment to household food security carries with it an important implication for development practitioners, namely the need to measure food security outcomes at the household and individual level. Measurement is necessary at the outset of any development project to identify the food insecure, to assess the severity of their food shortfall and to characterize the nature of their insecurity (seasonal versus chronic). Further, it provides the basis for monitoring progress and assessing the impact of these projects on the beneficiaries’ food security.
