The project has two components: 1) Local Administration and Reform, and 2) the Mainstreaming Anti-Corruption for Equity Program.

The local administration and reform component uses a multidimensional approach designed to build the capacity of local civil society in supporting Cambodia’s decentralization process, with attention to good governance, under-represented populations, and natural resource management woven throughout. Four principles of good governance-participation, partnership, transparency and accountability at the local and national levels-guide the component’s activities.

Building upon the successes of the USAID-supported Anti-Corruption Coordinated Action Program, including the Clean Hands campaign (see archived ACCAP project), the anticorruption equability component is training journalists, working with the Royal Government of Cambodia on Freedom of Information legislation, developing transparency and watchdog mechanisms with an eye on extractive industries, and working to broaden political will and increase the number of actors engaged in anticorruption activities.
