Produced by USAID’s Office of Gender Equality and Women’s Empowerment (GenDev), USAID’s Office of Forestry and Biodiversity (FAB), and the International Union for Conservation of Nature (IUCN), the guide provides an overview of the unique roles and contributions women make in the wild-caught fisheries sector. The guide also explains how persistent gender inequalities limit women’s economic empowerment, and increased risks of gender-based violence negatively impact the potential of women to thrive and contribute towards strong economies. Gender in Fisheries – A Sea of Opportunities summarizes research on the intersection of gender and wild-caught fisheries, exploring the ways in which fisheries offer important entry points to enhance gender equality and women’s economic empowerment while also contributing to more effective interventions and more sustainable outcomes. This guide will be an important resource, particularly for USAID missions and implementing partners working in sustainable fisheries management. Development practitioners can use the guide to access the latest evidence on gender empowerment and sustainable fisheries management; find tools and resources to conduct gender analyses; design strategic interventions to strengthen program design and implementation through the development of comprehensive gender action plans; and learn more about how to develop results chains to help programs define goals and refine assumptions.

Concurrently, it is internationally recognized that addressing gender issues in agriculture reduces hunger and poverty. In fact, it is estimated that more than 100 million people could be lifted out of poverty if women had the same access to and control of resources as men (FAO, 2011a). Although they are important food producers and providers, women presently have limited access to and control of resources. However, to date, these ideas – that climate change and gender issues are integral parts of agricultural development – have not been implemented in an effective way. This guide seeks to fill that gap by supporting work to investigate the gender dimensions of responding to climate change in the agriculture and food security sectors. The final goals are to improve food production, livelihood security and gender equality in the context of the changing climate.

The Central Africa Regional Program for the Environment (CARPE) is one of USAID’s largest and most prominent biodiversity conservation programs. As CARPE will enter its third phase in FY2014 a number of analyses were commissioned to inform the redesign, including a policy analysis and an institutional analysis. To date, a full gender analysis had not been carried out for CARPE although an excellent desk study with key informant interviews (Diamond 2002) provided guidance over the last decade. While gender analysis is required in project design, in this case there was also a need felt by both USAID/CARPE staff and existing partners to fully explore the issue: to document what CARPE has been doing; to consider gender dimensions of Reducing Emissions from Deforestation and Forest Degradation Plus (REDD+) as CARPE III will start significant programming in this area; and most importantly to see how CARPE can contribute to Agency goals of gender equality and women’s empowerment in the challenging context of central Africa.

USFS technical experts provided guidance on structuring an analysis of the hydrology of the region, with a particular focus on the improvement of the water supply for local communities. The specific goals of this mission were as follows: 1. Evaluate the overall state of water resources in Mgahinga and Bwindi National Parks; 2. Identify appropriate methods for surveying water sources of sufficient quantity and quality for local communities, wildlife, and forest ecosystems. Perform on-the-ground surveying of water sources with IGCP staff in as many areas as possible, given time restraints; 3. Assess, to the greatest extent possible, the demand on water resources by local communities and forest ecosystems; 4. Provide recommendations on sustainable management of the source areas in order to assure long term water availability; 5. Present a half-day workshop for local natural resource managers on water resource issues and recommendations for the region.

This brief provides recommendations that can be implemented at various stages of the USAID program cycle to achieve appropriate and effective integration. It should also be useful to other funding and implementing organizations. We focus primarily at the activity level, but scoping recommendations and approaches also apply to the project design (PAD) level. This brief is accompanied by four case studies of USAID activities with i) Biodiversity Conservation and Climate Change Adaptation in Activity Design funding, ii) Biodiversity Conservation funding only and iii) Climate Change Adaptation in Activity Design funding only. Approaches and best practices learned from those activities (in the Nepal, Southern Africa Regional, Ecuador, and Asia Regional missions) have informed this brief.

The U.S. Department of Agriculture (USDA) today released a report that, for the first time, provides uniform scientific methods for quantifying the changes in greenhouse gas emissions (GHG) and carbon storage from various land management and conservation activities. The report, titled Quantifying Greenhouse Gas Fluxes in Agriculture and Forestry: Methods for Entity-Scale Inventory, will help USDA evaluate current and future greenhouse gas conservation programs, as well as develop new tools and update existing ones to help farmers, ranchers and forest landowners participate in emerging carbon markets.
